As per the oral instructions given by the Principal District Judge, the following Office Note is submitted

1. CHIEF ADMINISTRATIVE OFFICER :­­


Overall Supervision and Administration of all Courts in the entire  District.

RTI Applications

Transfer and Postings, Promotion of all categories of Staff Members and Establishment related words with the consent of the Hon'ble Principal District Judge.

2. SHERISHTADAR (GENERAL)


Supervision of District Court & District Court Administration Disciplinary Proceedings of Staff

Petition/Complaint against Officers and Staff

Inspection Proceedings of Civil Courts and related correspondence

Overall Supervision and Control of Buildings & related correspondence to Hon’ble High Court Madras

Overall control of Central Nazir Section

Maintenance of Service Registers of Judicial Officers and related correspondence.

Parawar Remarks / Counter in Writ Petitions / Service Appeals filed before Hon'ble High Court Madras

All Correspondences of District Court Head Clerk Branch and Central Nazir should be routed through Sherishtadar (General) and CAO only.

3. SHERISHTADAR (JUDICIAL)


Overall Supervision of Judicial Wing and Staff

Supervision of Head Clerk of Judicial Wing who is responsible for Taken on file of All OP’s (GWOP / MHOP / HMGOP / Tr.OP / IDOP / Pr.OP), CMA’s and other Miscellaneous petitions

Taken on File of Appeal and Original Suits. Overall Control of Central Copyist Section

Overall control of Copyist Section of Civil Courts of entire District. Signing of All Receive Petition and Papers

Bail Orders – Counter sign

Running Note file of PDJ Court all Branches

Signing of Decrees & True copy of Judgments to lower courts. Supervision of CR 19 and CR 55 Registers

To verify and signing the daily accounts of Despatch Register and Stamp Account Register

All Correspondences of District Court Copyist Section and Head Clerk (Judicial Wing) should be en routed through Sherishtadar (Judicial) and CAO only.

4. SHERISHTADAR (ADMIN)


Overall Supervision of Admin Wing and Staff

Overall Supervision of Central Record Room and Related Correspondence such as Destruction, Consignment etc.,

Overall Supervision of Preparation of Budget, Bills, Monthly and Annual Statements Consolidation

Pay fixation of the Judicial Officer.

Overall Supervision of the Judicial Officer’s Annual Confidential Reports and Statements

Conducting of Meetings (Under­trial Prisoner, Police Meeting) Cheques – Counter sign in MCOP Cases

Inspection Notes – forwarding to High Court and other follow­up works Supervision of Principal District Court – Accounts Branch which includes

Ledger, DOR Statement, Reconciliation Statement and other related correspondence

All Correspondences of Central Record Room Branch and Head Clerk(Admin Wing) should be en routed through Sherishtadar (Admin) and CAO only.



GRADE I BENCH CLERK (1) :­­


Incharge of Sessions Branch (Calling and Taken on file) of all Sessions Cases and Made over to concerned Courts and attending regular Court

Incharge of Bail Calling and Bail Taken on file

Supervision of Undertrial Prisioner / Police Meeting in consultation with Sheristadar(Admin) and CJM Court.

Overall supervision of Criminal Proceedings and Related Correspondence with the assistance of one Assistant and one Record Clerk

One Assistant of District Court one Junior Assistant or one Record Clerk should Assist this Bench Clerk Grade I

GRADE I BENCH CLERK (2) :­­


Suit / Appeal / CMA ‘s – Attending of Regular Court

All correspondence relating to pending Civil Cases of District Court. One Assistant / Junior Assistant should Assist this Bench Clerk.

GRADE I BENCH CLERK (3) :­­


All OP’s – Attending of Regular Court Cheque Petitions – Receive and Disposal

Other Correspondence relating to all OP’s of District Court.

One Assistant / Junior Assistant should Assist this Bench Clerk.

HEAD CLERK 1 (ATTACHED WITH SHERISHTADAR (GENERAL)


Maintenance of Service Register of District Court Regular Establishment All Correspondence related to Buildings of that District

To preparation of Budget.

Judicial Officer's Rent/Medical reimbursement. Accountant General Audit file

Pension proposals of staff members/retired staff members

Receiving of Sessions Case Properties and disposal of case properties.

All kinds of Bills of Hon'ble PDJ, Special Grade/Selection Grade of Staff Members of this Court.

Counter signing of all TTA/TA of the Judicial Officers



All Correspondences of Head Clerk 1 should be en routed through Sherishtadar (General) and CAO only.

HEAD CLERK 2 (ATTACHED WITH SHERISHTADAR JUDICIAL )


Assisting Sherishtadar Judicial in all works

Taken on file of All OP’s (GWOP / MHOP / HMGOP / Tr.OP / IDOP / Pr.OP), CMA’s and other Miscellaneous petitions

To assist the Sheristadar(Judicial) for Taken on File of Appeal and Original Suits of Hon'ble PDJ Court.

All Correspondences of Head Clerk 2 should be en routed through Sherishtadar (Judicial) and CAO only.

HEAD CLERK 3 (ATTACHED WITH SHERISHTADAR ADMIN)


Assisting Sherishtadar Admin in all works Inspection Notes Rectification – follow up

Judicial Officer’s Annual Confidential Reports and Statements Judicial Officer's Festival Advance and GPF.

To assist the Conducting of Meetings (Under­trial Prisoner, Police Meeting)

To Assist the Sheristadar(Admin) for verification of Cheques – Counter sign in MCOP Cases

Inspection Notes – forwarding to Hon'ble High Court and other follow­up works of entire Civil Courts in that District.

To Maintaining the Accounts Branch which includes Ledger, DOR Statement, Reconciliation Statement and other related correspondence with one Assistant and one Junior Assistant.

All Correspondences of Head Clerk 3 should be en routed through Sherishtadar (Admin) and CAO only.


CENTRAL NAZIR (BRANCH UNDER THE CONTROL OF
SHERISHTADAR GENERAL)


Incharge of Nazir Section of District Court & All Civil Courts

Incharge of Mass Cleaning / Process Server Duty Allotment to Special Works as instructed by Hon'ble PDJ/CAO/ Sherishtadar General

CENTRAL COPYIST SUPERINTENDENT (UNDER THE CONTROL OF SHERISHTADAR JUDL)


Incharge of District Court Copyist Section & all the Civil Court Copyist Sections

All kinds of bills in Central Copyist Section

All kinds of Statements in related to Central Copyist Section. Copy Application Work allotted to the Typist Copyist.

Pension proposals of staff members/retired staff members

All Correspondences of Central Copyist Superintendent should be en routed through Sherishtadar (Judl) and CAO only.

CENTRAL RECORD KEEPER (UNDER THE CONTROL OF SHERISHTADAR (ADMIN)


Incharge of Central Record Room and Staff Members.

Incharge of all of Consignment Records, Destruction, Missing of Records in Lower Courts and Check Slips in all Civil Courts in the District with assist the staff members of Record Room.



All Correspondences of Central Record Keeper should be en routed through Sherishtadar (Admin) and CAO only.

EXECUTIVE ASSISTANT TO PDJ :­­


As per the recommendations of Shetty Commission, this post was allotted only to assist the PDJ. The Executive Assistant should accompany along with the PDJ during the Annual Inspection, Surprise Inspection, Surprise Jail Visit and All Official Meetings conducted by this court. Other than the above, the Executive Assistant was also fixed following Duties and Responsibilities.

Preparation of Personal Notes of Annual Inspection

Preparation of Minutes of Meetings attended by Hon'ble PDJ Other works allotted by Hon'ble PDJ.

GRADE I STENO TYPIST:


To preparing of all contested Judgment in Civil and Criminal Cases

GRADE III STENO TYPIST:


1. To attend the Open Court in Bail Works and to preparation of Bail orders

2. To drafting otherwise Decree and Judgment

A1 CLERK(Under the control of the Chief Administrative Officer):


1. To assist the Chief Administrative Officer

2. To attend RTI Applications

3. To maintain the Seniority List of Staff Members in the District.

4. Regularization of the Staff Members in  the  District.

5. Applications of Notary Public and Commissioner Oaths of Advocates

6. Exclusive correspondence works of Hon'ble PDJ such as Leave, Permission etc.,

7. All kinds of leave applications and related proceedings.
